The Process & Procedures of Execution of works by Civil Department
   

Based on requirement Lay-out / Execution plans are prepared / approved. Estimates are prepared by Area Engineers based an approved drawings and technically approved by Area Civil Engineers up to Rs.50.00 Lakhs; estimates costing over Rs.50.00 Lakhs are examined by technical committee consisting of G.M (Civil), CGM (F&A), G.M (PI&M) and concerned Director.

All works (each costing more than Rs. 10 Lakhs) taken up by Civil Engineering Department are based on open tendering system. Funds for all required works are included in Annual Plan / Functional Budget and got approved. Based on requirement the works are phased and taken-up.3.3.1 All works costing over Rs.10.00 Lakhs are published in News Papers / Exhibited on Notice Boards and lowest Tenderer is selected for the work. This procedure is followed both for Capital / Revenue nature works.

Tenders Schedules are issued to eligible Registered Contractors and lowest offer is considered for evaluation of Tender.For works costing over Rs.50.00 Lakhs, two tier tendering system i.e. Part. A (Technical Bid) and Part. B (Price Bid) is followed Evaluation of Part. A is based on turn-over / experience of the agencies in doing works of similar nature. Only Price bid of Contractors found Technically Eligible under Part. A (Technical Bid) is considered for opening / processing of Part. B for approval.

Unit Rate System

All works (Capital, Revenue, SWAP etc.,) each costing Rs.10.00 Lakhs and below are taken-up on Unit rate System only through lottery

Tenders are evaluated by Tender Committees:

Area Tender Committee: Addl.G.M (Civil) / S.O. to G.M, Dy.G.M (F&A) & Area Civil Engineer

Corporate Tender Committee: G.M (Civil), G.M (F&A), & G.M (PI&M)

3.4. The Tender Committee recommendation are processed for approval as per “Delegation of Powers”, works upto Rs.20.00 Lakhs are approved by G.M(Civil)/G.M of Area and Works upto Rs.50.00 Lakhs by Directors.Works upto Rs.10.00 Crores by C & M.D & works above Rs.10.00 Crores by Board.

For works costing over Rs.50.00 Lakhs Director concerned also participates in tender committee meeting. Approval for different works is obtained as per delegation of powers.

Once a work is approved / awarded, execution is monitored by Area Civil Engineer and their Site Staff, Which includes EE (Civil)’s / A.E (Civil)’s and J.E (Civil)’s / Supervisors / Overseers.
